Actually, both those things happen with One. (The Monk in The Time Meddler is a Time Lord, and he says he and Susan are on the run from their own people in the first episode.)
Based on what you like about Two, I think Seven's S25 and S26 would be my next rec, but Three is pretty charming, too, in odd ways.
